29 CFR  1903.19(c)(1):The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated:  (a) GC&JG Contractor LLC, failed to certify abatement within 10 calendar days after the abatement date that each of the following cited violations had been corrected:   Citation 1, Item 3a a serious violation of 29 CFR 1926.502(d)) with an abatement date of July 13, 2023.  Citation 1, Item 3b a serious violation of 29 CFR 1926.502(d)(17) with an abatement date of July 13, 2023.  In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATIONS OF THE CORRECTIVE ACTION WORKSHEET).

(a) GC&JG Contractor LLC, failed to document abatement within 10 calendar days after the abatement date that each of the following cited violations had been corrected:   Citation 1, Item 1 a serious violation of 29 CFR 1926.20(b)(2) with an abatement date of July 13, 2023.  Citation 1, Item 2 a serious violation of 29 CFR 1926.501(b)(13) with an abatement date of July 13, 2023.  Citation 1, Item 4 a serious violation of 29 CFR 1926.503(a)(1) with an abatement date of July 13, 2023.  In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATIONS OF THE CORRECTIVE ACTION WORKSHEET).

29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b).  (a)  On or about May 23, 2023, employees conducting roofing work on an existing residential roof with an 8:12 pitch, were not protected from falling to the lower level. This exposed employees to a fall hazard of approximately 20  feet to the ground below.

29 CFR  1926.502(d): "Personal fall arrest systems." Personal fall arrest systems and their use shall comply with the provisions set forth as follows.  Effective January 1, 1998, body belts are not acceptable as part of a personal fall arrest system. Note: The use of a body belt in a positioning device system is acceptable and is regulated under paragraph (e) of this section.  (a) On or about May 23, 2023,  an employee was tearing off shingles on an existing residential property, and used a body belt harness, which exposed the employee to a fall hazard of approximately 20 feet and/or other injury to the body in a fall arrest event.

29 CFR  1926.502(d)(17): The attachment point of the body belt was not located in the center of the wearer's back near shoulder level, or above the wearer's head.   (a) On or about May 23, 2023,  an employee was tearing off shingles on an existing residential property and was wearing a body belt harness. The body belt harness was connected to the anchor point rope at the waist of his harness and not connect in the center of his back.  This exposed the employee to a fall hazard of approximately 20 feet.
