Crossbraces were used as a means of access.  a) Jobsite: 141 N 4th Street, Philadelphia, PA 19106 - On or about May 31, 2023, the employer did not provide a safe means of access to each level of a supported tubular welded frame scaffold by the use of portable ladders, hook-on ladders or other acceptable means.
