These conditions exposed employees to struck-by and caught-in-between hazards.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: On or about May 31, 2023, and at times prior thereto, the employer had not developed and maintained a written Hazard Communication program, which would address labeling, and other forms of warning on chemicals containers, Safety Data Sheets and employees' information and training on the hazards associated with chemicals used at this site.
