29 CFR 1926.102(a)(1): Employees did not use eye and face protection equipment when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents. On or about May 31, 2023, and at times prior thereto, two framers were working on the roof of a three-story residential apartment building under construction using pneumatic nail guns without eye protection, exposing the framers to the hazard of being struck by flying particles and projectiles.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system. On or about May 31, 2023, and at times prior thereto, five framers were installing new roof trusses on an apartment building under construction without fall protection, exposing the framers to a fall hazard of approximately 30 feet.
