29 CFR 1910.1200(e)(1):Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): a.) Comprehensive Children and Family Services, Inc., worksite located at 1609 Brentwood Ave, Greenville, PA, on or about May 23rd, 2023 and times prior thereto: Employees were potentially exposed to hazardous substances including, but not limited to, Tremco brand Tremply TPO LV Bonding Adhesive while working with clients. The substance was in use by a roofing contractor at the site. A written hazard communication program had not been developed and implemented. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: a.) Comprehensive Children and Family Services, Inc., worksite located at 1609 Brentwood Ave, Greenville, PA, on or about May 23rd, 2023 and times prior thereto: Employees were potentially exposed to hazardous substances including, but not limited to, Tremco brand Tremply TPO LV Bonding Adhesive while working with clients. The substance was in use by a roofing contractor. The employer did not provide hazard communication training for all employees who potentially worked around hazardous substances. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

Comprehensive Children and Family Services, Inc., worksite located at 1609 Brentwood Ave, Greenville, PA, on or about May 23rd, 2023 and times prior thereto: The employer did not maintain a copy of the Safety Data Sheet for the Tremco brand Tremply TPO LV Bonding Adhesive in order to inform employees of the hazards associated with the roofing material. The substance was in use by a roofing contractor in an area where an employee was working with a client. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
