29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy:  a) 19068 Coastal Hwy., Rehoboth Beach, DE 19971 (construction site): On or about June 8, 2023, an employee was required to perform maintenance/repair work on a John Deere skid steer but the employer failed to develop, document, and utilize an energy control procedure that included specific procedural steps for performing maintenance/repair on the skid steer. The only written procedure developed by the employer was not specific to the John Deere skid steer. Many of the steps in the procedure were appropriate for other equipment, but not the skid steer that the employee worked on. Also, steps specific to the John Deere skid steer that were included in the manufacturer's manual were not included in the written procedure.
