Drivers were tasked to utilize their personal cell phone and/or smartwatch at the west side loading and unloading rack, to maintain and time proper flow rates of Category 1 or 2 flammable liquids, or Category 3 flammable liquids to include but not limited to gas, kerosene, diesel, dyed diesel, clear diesel and heating oil, due to flow meters being located within the underground storage tank pits and not visible to drivers during loading/unloading operations.
