29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section:   a.  On a 5:12 picthed roof of a temporary residential new construction worksite, located at 9104 Joannes Way - Lot 27: On or about June 21, 2023, the employer exposed an employee to fall hazards ranging from 8 feet to 16-feet 8 inches,  in that fall protection was not utilized by the employee while installing underlayment paper.

29 CFR  1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access:   a. On a temporary residential work site located at 9104 Joannes Way - Lot 27, Jacksonville, FL 32222: On or about June 21, 2023, the employer exposed an employee to fall hazards, in that the ladder's  side rails did not extend at least 3 feet above the roof.  The employee was being exposed to fall hazards.
