29 CFR  1910.1030(c)(1)(ii)(B): The employer's Exposure Control Plan did not include the schedule and method of implementation for 29 CFR 1910.1030(d) Methods of Compliance, 29 CFR 1910.1030(f), Hepatitis B Vaccination and Post-Exposure Evaluation and Follow-up and 29 CFR 1910.1030(h) Recordkeeping:   Facility:  On, or about, June 26, 2023, the Exposure Control Plan (ECP) for the facility did not include the schedule and method of implementation to comply with the requirements of 29 CFR 1030.  Deficiencies observed included, but were not limited to, to the following:  A.	The ECP did not address the use of safer needle devices such as safety syringes and self-retracting lancets.    B.	The ECP did not address work practice controls such as the use of disposal of sharps.  A sharps container was not closed prior to being moved and razors were recapped and disposed of into the trash.   C.	 ECP did not adequately address Hepatitis B Vaccination.  The program did not address compensating employees for time spent obtaining the vaccination and any travel expenses, post-vaccination surface anti-body testing and procedures to follow in the event of a non-responder.  D.	The ECP did not adequately address Post Exposure Evaluation and Follow-up in that it did not require that employees be provided with a copy of 29 CFR 1910.1030 and their hepatitis vaccination record to be brought with them to a post exposure evaluation for their healthcare provider to review.   E.	The ECP does not address how the facility would comply with record-keeping requirements under 29 CFR 1910.1030(h).  The facility was not able to provide a copy of the Hepatitis B vaccination record for an employee who had recently completed the vaccination series and the facility also was not maintaining a Sharps Injury Log in accordance with the regulation.

According to employees, sharps containers are normally located in resident apartments or with nursing staff, so the storage rack did not appear to be a "point of use" location.
