29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use: At the manufacturing facility located at 14806 NW Highway MM in Urich Missouri 64788, on or about July 5, 2023: Employees working at the facility were exposed to toxic or hazardous substances in the form of adhesive used in the manufacturing process of the saddle pads. The employer requires employees to wear a half-face tight-fitting elastomeric respirator with 3M NIOSH chemical cartridges while they perform these duties. This requires the employer to develop and implement a respiratory protection program for those covered employees. At the time of the inspection, the employer had no such program.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: At the manufacturing facility located at 14806 NW Highway MM in Urich Missouri 64788, on or about July 5, 2023: Employees working at the facility were exposed to toxic or hazardous substances in the form of adhesive, acetone, bleach, and hydraulic fluid amongst other chemicals used in the manufacturing process of the saddle pads. There was no written hazard communication program when employees were exposed to these chemicals. There was no written hazard communication to explain how chemicals would be labeled, how safety data sheets would be maintained, and how training would be provided.
