Jobsite:  On or about July 7, 2023 employees were exposed to fall hazards to the ground at approximately 53 feet without fully planked working platforms while receiving and setting cinder blocks and mortar.

29 CFR1926.451(g)(1)(vii):  Each employee on a scaffold more than 10 feet (3.1 m) above lower level was not protected from falls by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section.  Jobsite:  On or about July 7, 2023 the employer did not ensure that employees who were setting cinder blocks and applying cement to the elevator shaft while working on a scaffold, were protected from fall hazards by the use of personal fall arrest systems or guardrail systems. The scaffold measured approximately 53 feet from ground level.
