(b) On or about July 21, 2023, Coconut Grove Fort Buchanan, PR 00934, Borinquen Housing Unit CA9 - Unit CA9 had a protruding reinforced steel that did not have rebar caps, exposing employees to impalement hazards. 29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access, and the ladder was not secured at its top to a rigid. (a) On or about July 21, 2023, Coconut Grove Fort Buchanan, PR 00934, Borinquen Housing Unit BA - a portable extension ladder (206 Ft Ladder) was used by employees to gain access to the roof, extended 1.5 feet above the roof landing surface. The ladder was not secured at its top to a rigid structure, exposing employees to fall from a ladder. NOTE: Certification of abatement is not required for this citation item, as abatement was documented by the compliance safety and health officer during the inspection.
