29 CFR  1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:  a) Roof of Units  417-422 , Northridge Drive in Northridge Estates - On or about August 03, 2023, the Manager and  employees replacing sheathing and performing associated roofing work on the two story structure, approximately 18 feet above grade, utilized an extension ladder that was not 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access.  Nor was the ladder secured at its top to a rigid support that will not deflect.  b) Roof of Units  622-634 , Northridge Drive in Northridge Estates  - On or about August 03, 2023, the Manager and  employees replacing sheathing and performing  associated roofing and siding work on the two story structure, approximately 18 feet above grade, utilized 3 extension ladders that was not 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access.  Nor were the ladders secured at its top to a rigid support that will not deflect.
