29 CFR  1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall, was not guarded to eliminate the hazard of impalement.  Location: Ground level along the south side of the residential construction site at 130 North End Boulevard, Salisbury Beach, MA  On 8/23/2023, eight workers were engaged in rough framing activities at a new construction single-family home. They encountered hazards from unguarded reinforcing steel that was protruding from steel pilings.  Instance A: At the rear of the site, two exposed reinforcing steel connection points were situated close to a lumber storage area. This same spot served as the base for two ladders that the workers utilized to perform exterior sheathing tasks.  Instance B: Along the south side of the site, three unguarded reinforcing steel connection points were identified near a lumber storage area. To access a ladder, which was the main entry point to the structure, workers had to navigate past these potential hazards.

29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b).  Location: Third level of the residential construction at 130 North End Boulevard, Salisbury Beach, MA  On 8/23/2023, two workers performed carpentry tasks near unguarded edges more than 25 feet above a lower surface without utilizing any form of fall protection.  MGE Construction Corp was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1926.501(b)(13), which was contained in OSHA inspection number 1392578, citation number 1, item number 1 and was affirmed as a final order on 6/18/2019, with respect to a workplace located at 165 Washington Street, WEYMOUTH, MA  .
