29 CFR  1926.1053(b)(9):The area around the top and bottom of ladders shall be kept clear.  a) On or about 08/29/2023,  at the GLOW YMCA Healthy Living Campus, located at 209 East Main Street, in Batavia, New York, the employer did not enforce requirements for safe ladder use.  Employees were allowed to use a ladder attachment  for the concrete hopper where the bottom of the ladder was not cleared of materials.  Employees were exposed to falling off the ladder or tripping over construction materials and miscellaneous equipment that obstructed the ability for a safe dismount.   NO ABATEMENT CERTIFICATON REQUIRED
