29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:  a)  On or about September 20, 2023, and at times prior, the employer did not implement all required elements of a Respiratory Protection Program that would include: (1) medical evaluations for employees required to wear filtering facepiece respirators, (2) fit testing for employees required to wear filtering facepiece respirators, (3) training for employees regarding the hazards they may encounter during the required use of filtering facepiece respirators and loose-fitting powered air-purifying respirators (PAPR's), (4) training for employees regarding the limitations of filtering facepiece respirators and loose-fitting powered air-purifying respirators they are required to use, and (5) procedures for evaluating the effectiveness of the Respiratory Protection Program.  This exposed employees to potential pulmonary and cardiovascular hazards due to the use of respirators.

29 CFR 1910.1025(h)(1): All surfaces were not maintained as free as practicable of accumulations of lead:  a)  On or about September 20, 2023, and at times prior, the employer did not maintain the facility as free as practicable of accumulations of lead.  Surface wipe sampling indicated that nearly all operational areas and some non-operational areas had high accumulations of lead indicating that housekeeping was not being performed regularly.  The levels detected were between 69.4 ug/cm2 to 374.2 ug/cm2 in the gunsmithing area, and between 12.7 ug/cm2 to 443.8 ug/cm2 on the employees' hands and shoes, and accessible surfaces.  This exposed employees to the health effects of lead such as, but not limited to, impaired kidney function, high blood pressure, nervous system and neurobehavioral effects, cognitive dysfunction later in life, and subtle cognitive effects attributed to prenatal exposure.  Deep Distributing, LLC (Since January 2023, DCF Management Group, LLC) DBA DCF Guns Castle Rock, was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA Inspection 1590367, Citation 1, Item 1, which was affirmed as a final order on October 31, 2022, with respect to the workplace located at 1155 Park St, Castle Rock, CO 80109.
