29 CFR 1910.147(c)(4)(ii):Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D). a) Facility: Ritter Foods LLC, located at 3333 S 3rd St, Philadelphia, PA 19148. On about October 13, 2023, the employer did not ensure that specific procedures clearly and specifically outlined the steps to isolate and disable the machines such as, but not limited to the Amfect 150 meat grinder, and Pacproinc PP-200 in order to safely de-energize the equipment and control the hazardous electrical energy. Employees were exposed to caught in between and struck by hazards during cleaning and maintenance activities without specific energy control procedures to control hazardous energy.

On about October 13, 2023 a) The employer did not ensure the exposed auger blade of the Amfec 150 meat grinder was guarded while the machine was in use, thereby exposing employees to entanglement, caught in between and struck by hazards. b) The employer did not ensure the exposed blades of the Pacproinc PPI-200 interleaving slicer were guarded while the machine was in use, thereby exposing employees to caught in between and struck by hazards.
