29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift: Note:  As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system.     On the north side of the commercial building, two employees without fall protection elevated in a Genie lift to install cornice material were exposed to fall hazards approximately 15 feet to the ground below:  a) The employees worked from the elevated bucket without wearing fall arrest systems, b)  The employees worked from the elevated bucket that did not have guardrails in front area of the bucket.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards.  On the construction site, the employer did not develop a training program and/or provide fall protection training to the employees engaged in cornice work while working from a bucket elevated by a genie lift to recognize and eliminate hazards such as fall protection and guardrails.  Employees did not receive ANSI A92 Mobile Elevated Work Platform training to operate safely and understand fall hazards.
