29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge that was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about October 18, 2023, employees of a subcontractor under the control of the General Contractor performed roofing tasks on a low-sloped roof at heights above six feet without fall protection. This exposed the employees to a fall hazard.

29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. On or about October 18, 2023, employees performed roofing work on a roof that had a pitch of 9:12, 6 feet or more above the lower level with inadequate fall protection. The employer was the General Contractor who had full authority over the subcontractors that were on site.
