This condition exposed employees to a fall hazard. 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access: a) On or about October 27, 2023, five employees were exposed to falls in excess of 12 feet in that the employer did not ensure that ladders being utilized to access a residential roof were extended at least 3 feet above the landing surface. This condition exposed employees to a fall hazard.
