The employees were conducting residential roofing operations and were exposed to the hazard of falling approximately ten (10) feet.

29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  On or about 10/25/2023, the employer did not ensure portable ladders were constructed and placed so three (3) feet or more were extended above the upper landing at a job site located at 2521 Bear Creak Dr., Wentzville, MO. Workers performing residential construction were exposed to falling approximately ten (10) feet while using a straight ladder to ascend/descend from the ground level to the roof.
