29 CFR 1926.451(e)(9)(ii): Hook-on or attachable ladders shall be installed as soon as scaffold erection has progressed to a point that permits safe installation and use. On or about November 2, 2023, employees were exposed to fall hazards due to not having a ladders installed while erecting the scaffold and the employees used the Crossbraces to access and egress from the scaffolding
