29 CFR 1926.502(d)(17): The attachment point of the body harness was not located in the center of the wearer's back near shoulder level, or above the wearer's head. (a) Worksite: On or about 11-08-2023, an employee was operating a JLG 460 SJ boom lift while wearing a fall arrest harness under his zipped cold weather vest, thus obstructing and changing the manufacturer's design and function of the D-ring location from the center of the wearer's back near shoulder level to a lower point on the wearer's back.
