29 CFR  1926.451(g)(1):Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers.  On or about November 6, 2023 employees were not protected from falls while performing residential framing and trim work at a height in excess of 15 feet.  The employees were in a job built basket that was lifted by a Lull 844C-42 telescoping lift.  The employees were not utilizing any fall protection devices.    Abatement documentation is required for this item in accordance with29 CFR 1903.19(d).

29 CFR  1926.454(a):The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable:  On or about November 6, 2023 the employer failed to train employees on how to recognize and minimized fall hazards associated with working on scaffolds.  Employees were performing sheathing installation on the outside wall of a new residential home while standing on a single plank stretched across the forks and  that was being elevated by a Lull 844C-42 telehandler. The platform was in excess of 15 feet and employees were not utilizing a fall protection system.  Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).
