29 CFR 1926.1425(b):While the operator was not moving the suspended load, no employee shall be within the fall zone, except those employees engaged in; (b)(1): hooking, unhooking or guiding a load; (b)(2) initial attachment of the load to a component or structure or (b)(3) operating a concrete hopper or bucket. On or about October 11, 2023, the employer failed to ensure that employees were clear of the fall zone, of the suspended light pole that was being hoisted out of the ground.
