29 CFR 1910.134(c)(2)(ii): The employer did not establish and implement those elements of a written program necessary to ensure that any employee using a respirator voluntarily was medically able to use that respirator, and that the respirator was cleaned, stored, and maintained so that its use does not present a health hazard to the user: a.) General Partitions Manufacturing Corp., On or about November 20th, 2023 and times prior thereto: Employees voluntarily wore half mask air-purifying respirators (3M brand #6100 series with organic vapor cartridges) during welding/plasma cutting of stainless steel onsite. The company did not establish a worksite specific written respiratory protection program that covered requirements including, but not limited to, medical evaluations for voluntary users of half mask air-purifying respirators (elastomeric). ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.134(c)(2)(i): Respirator users were not provided with the information contained in Appendix D to 29 CFR 1910.134 when the employer determined that any voluntary respirator use was permissible: a) General Partitions Manufacturing Corp., On or about November 20th, 2023, and at times prior thereto: Employees voluntarily wore N95 disposable respirators (dust masks) while conducting operations including, but not limited to, cleaning and welding on various metals were not provided with the information contained in Appendix D to 29 CFR 1910.134. b.) General Partitions Manufacturing Corp., On or about November 20th, 2023, and at times prior thereto: Employees voluntarily wore half mask air-purifying respirators (3M brand #6100 series with organic vapor cartridges) during welding/plasma cutting of stainless steel onsite. Employees were not provided with the information contained in Appendix D to 29 CFR 1910.134. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). General Partitions Manufacturing Corp., on or about November 20th, 2023 and times prior thereto: Employees voluntarily wore half mask air-purifying elastomeric respirators (3M brand #6100 series with organic vapor cartridges) during welding/plasma cutting of stainless steel and metals onsite. The employer did not ensure medical evaluations were performed prior to allowing employees to wear the elastomeric respirators. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.138(a):The employer did not select and require employee(s) to use appropriate hand protection when employees' hands were exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasion; punctures; chemical burns; thermal burns; and harmful temperature extremes: a.) General Partitions Manufacturing Corp., on or about December 5th , 2023 and times prior thereto: Employees hands were potentially exposed to thermal burns during the plasma cutting of stainless steel. An employee performing plasma cutting on stainless steel was not wearing gloves to prevent the hands from potential thermal burns during cutting operations. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).
