The top edge height may exceed 45 inches (114 cm), provided the guardrail system meets all other criteria of paragraph (b) of this section (see Figure D11 of this section). a. On or about February 1, 2023, on the 9 East Rail Platform, the employer exposed employees to a 9-foot fall hazard from the rail platform and railcar gangway in that the guardrail system top rail was 27 inches.
