29 CFR  1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level were not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  A) CJ Scotti Services, LLC. - 550 Stelton Rd., Piscataway, NJ 08854 - On October 31, 2023, workers were exposed to fall hazards while conducting roof tarring operations on a 1 story commercial building with unprotected sides and edges. This condition exposed employees to falls of approximately 15 feet.

29 CFR  1926.21(b)(2):The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  A) CJ Scotti Services, LLC. - 550 Stelton Rd., Piscataway NJ 08854 - On October 31, 2023, employees working on a flat commercial roof were  not trained to recognize and eliminate falls hazards encountered during roofing operations.  This condition exposed employees to falls of approx. 15 feet.

29 CFR  1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access.  A) CJ Scotti Services, LLC. - 550 Stelton Rd., Piscataway NJ 08854 - On October 31, 2023, ladder was not extended at least 3 above the landing surface. This condition exposed employees to falls of approx. 15 feet.   The CJ Scotti Services, LLC. was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1589550, citation number 1, item number 4 and was affirmed as a final order on 10-25-2022, with respect to a workplace located at1010 Hamilton Blvd., South Plainfield NJ 07080.
