29 CFR 1926.502(j)(1):Toeboards were not erected along the edge of the overhead walking/working surface for a distance sufficient to protect employees below. LOCATION: All of the stair towers on the interior of two of the three buildings inspected at 170 Central Ave. Chelsea, MA On or about January 9th The employer exposed all of the workers on the jobsite who were using the stairways to the hazards associated with falling materials when toebaords were not erected correctly, or at all, along the edge of the overhead walking/working surface in the stairways.

29 CFR 1926.1052(c)(1):Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge.
