29 CFR 1910.147(c)(4): Energy control procedure. 29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: 29 CFR 1910.147(c)(4)(ii)(B): Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. On or about January 17, 2024, the specific lock out procedure for airlocks such as but not limited to the AL-2910: Baghouse #2 Airlock did not include the specific steps for blocking the fins inside the airlock from free moving while maintenance or servicing activities were performed.

On or about January 17, 2024, periodic inspections of the energy control procedures for equipment such as but not limited to the AL-2910: Baghouse #2 Airlock was not performed at least annually to ensure the procedures and requirements of the standard were being followed.
