29 CFR 1910.146(c)(7)(i): A space classified by the employer as a permit-required confined space was reclassified as a non-permit confined space when the permit space posed actual or potential atmospheric hazards: a.) International Timber and Veneer, Lc - On or about, 12/27/23, and at times prior thereto, permit required confined spaces including but not limited to, the dust collection silo, were reclassified to non-permit required spaces by the employer without the elimination of the actual or potential of hazardous atmospheres. Hazardous atmospheres associated with increased and/or deficient oxygen levels, carbon monoxide levels, and unknown employee exposure levels to dusts were present in the silo. b.) International Timber and Veneer, Lc - On or about, 12/27/23, and at times prior thereto, permit required confined spaces including but not limited to, the boiler, were reclassified to non-permit required spaces by the employer without the elimination of the actual or potential of hazardous atmospheres. Isolation measures such as double block and bleed and/or blanking, were not developed and implemented to eliminate the potential hazardous atmospheres associated with natural gas. Additionally, job safety practices for ensuring safe Heat exposure levels were not available.

29 CFR 1910.303(g)(1)(ii): The required working space about electric equipment rated 600 volts, nominal, or less to ground, was used for storage: a.) International Timber and Veneer, Lc; boiler room - On or about 1/18/24, and times prior thereto, items including, but not limited to, a mop bucket, metal can and vacuum hoses were stored within 6 inches of the front of the electrical panel boxes. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
