The program shall enable each employee to recognize hazards related to ladders and stairways, and shall train each employee in the procedures to be followed to minimize these hazards.  a)	On or about January 18, 2024, the employer failed to provide adequate training in using ladders in that, the training program did not adequately cover procedures for securing ladders to prevent slipping, nor did it address the recognition of hazards associated with using ladders on slippery surfaces. As a result, employees were exposed to a fall hazards of 11 feet 8 inches.
