29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access, and the ladder was not secured at its top to a rigid support. (a) On or about Dec 12, 2023, Camp Santiago Joint Training Center Facility Restoration Project, Salinas, PR 00751, East Side employees used an Extension Ladder (36 Ft Ladder) to gain access and as a means of egress to the working platform approximately 14 feet high. The ladder was not secured to a rigid structure at its top, exposing employees to a fall hazard. (b) On or about Dec 12, 2023, Camp Santiago Joint Training Center Facility Restoration Project, Salinas, PR 00751, West Side employees used an Extension Ladder (28-foot ladder) to gain access and as a means of egress to the working platform approximately 12 feet high. The ladder was not secured to a rigid structure at its top, exposing employees to a fall hazard.
