29 CFR 1910.95(c)(1):The employer did not administer a continuing, effective hearing conservation program as described in 29 CFR 1910.9(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent: At a job site located at 4251 Doniphan Drive Neosho, MO; the employer failed to establish a hearing conservation program. Exposure to high noise levels can lead to employees developing serious hearing loss. Employees were exposed to continuous noise levels higher than 85 dBA in the following areas: a) An employee working in the yard production area, operating the Cord King machine, was exposed to an 8-hour time-weighted average of 87.8 decibels measured on the A scale. The sampling was performed for 410 minutes during one shift; exposure calculations included a zero increment for the 70 minutes not sampled.
