29 CFR 1910.147(d)(5)(i): Following the application of lockout or tagout devices to energy isolating devices, all potentially hazardous stored or residual energy shall be relieved, disconnected, restrained, and otherwise rendered safe. On or about February 7, 2024, the employer did not ensure that all potentially hazardous stored or residual energy was relieved in an Advance Lift hydraulic scissor lift table. The electric power supply was locked out, but the hydraulic lines were still connected to the scissor lift table from the hydraulic pump and hydraulic pressure was not properly relieved prior to employees adjusting the placement of the scissor lift table. Employees were exposed to caught-in and crushing hazards which could result in broken bones, amputations, or death. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
