On February 22, 2024, employees engaged in framing activities without fall protection were exposed to unprotected fall hazards of approximately 11 feet to the ground below.

On February 22, 2024, On the west side of the construction site, employees used the top step and second rung of A-frame ladders to install framing material on the second level of the residential home exposing the employees to potential fall hazards.

29 CFR  1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would train each employee in the procedures to be followed to minimize hazards related to ladders and stairways.  On the residential construction site, the employer did not develop or provide ladder training to the employees using the top rungs of A-frame ladders when engaged in framing work. The employer did not train employees on how to recognize and eliminate hazards such as ladder hazards.
