29 CFR  1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):  (a) At the 1907 Calumet Street Clearwater, Florida: On or about 2/21/2024; employees were exposed to crushed-by and struck-by hazards, in that, the employer's machine specific Lock Out Tag Out procedure for the Rudel punch press did not include the identification of the kinetic energy as an energy form, the sources for kinetic energy, the purpose, and the specific steps to dissipating stored kinetic energy.
