This condition exposed employees to fall and struck-by hazards.

29 CFR 1926.503(c)(3):Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill. On or about March 6, 2024, the employer did not ensure that employees working in residential construction activities retained the requisite understanding or skill for safe work practice. This condition exposed employees to fall hazards greater than 6-feet to the ground below.
