The employees were conducting residential roofing operations that exposed them to the hazard of falling from a height of greater than ten (10) feet.

29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about 3/12/2024, the employer did not ensure portable ladders were constructed and placed so three (3) feet or more were extended above the upper landing at the job site located at 3502 Big Bear Court in Wentzville, MO. The ladder the employees used to access the roof was extended approximately 2.5 feet beyond the upper landing, or edge of the roof, thus exposing employees to fall hazards.
