29 CFR 1910.147(c)(4)(ii):The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: 1910.147(c)(4)(ii)(B) Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy a. On or about March 7, 2024, the employer did not ensure that energy control procedure(s) developed for the mechanically separated chicken (MSC) line, located in the 2nd Processing section of the workplace, included specific procedural steps to ensure hydraulic pressure in the piping between the "Wauchesha" pump and the Beehive EPAD06A separator is relieved prior to performing service and maintenance covered activities on the equipment such as, but not limited to, repairing piping connections and cleaning.

29 CFR 1910.147(c)(7)(i):The employer shall provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees. a. On or about March 7, 2024, the employer did not ensure that employees not fluent in English were provided with written and verbal training and instruction materials adequate to understand the knowledge and skills required for the safe use of energy control procedures and the application of the energy control procedures for equipment such as, but not limited to, the mechanically separated chicken line.
