29 CFR  1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  On or about March 27, 2024, Production, Blending, and Machine Operator employees were not provided effective information and training on hazardous chemicals such Propane, Isobutane, Xylene, Isopropyl Alcohol, Acetone, "50/50 cleaner," and various product mixes including flammable aerosols and respiratory hazards, in their work areas.   a) On or about March 27, 2024, employees were not trained on the location and availability of the written hazard communication program, including the required list(s) of hazardous chemicals, and safety data sheets required by this section: Employees had not received training on how to access the written hazard communication program, the required list of hazardous chemicals, and the safety data sheets provided for hazardous chemicals in the workplace.  b) On or about March, 27, 2024, employees were not trained on the methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area (such as monitoring conducted by the employer, continuous monitoring devices, visual appearance or odor of hazardous chemicals when being released, etc.): Employees were not trained on detection of hazardous chemicals, including the function and meaning of the LEL sensors/alarms, and were not trained on any other methods of detection of hazardous chemicals such as propellants.  c) On or about March 27, 2024, employees were not trained on the physical, health, simple asphyxiation, combustible dust, and pyrophoric gas hazards, as well as hazards not otherwise classified, of the chemicals in the work area: Employees had not received training on the specific physical and health hazards of the specific chemicals present at this workplace, including but not limited to propane, isobutane, isopropyl alcohol, and flammable aerosols.  d) On or about March 27, 2024, employees were not trained on the measures employees can take to protect themselves from these hazards, including specific procedures the employer has implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures, and personal protective equipment to be used: Employees had not received training on emergency procedures to follow should the LEL alarms activate on Line 3.  e) On or about March 27, 2024, employees were not trained on the details of the hazard communication program developed by the employer, including an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employees can obtain and use the appropriate hazard information: Employees had not received training on the details of the hazard communication program and had not been trained on how to read and utilize information provided on the safety data sheets.
