On or about March 28, 2024, and times prior there to, the employer utilized a portable ladder on a slippery surface while performing repair work on the edge of an exterior window of the hotel.

29 CFR 1926.1060(a)(1)(iii):The employer did not ensure that each employee using ladders and/or stairways had been trained by a competent person in the proper construction, use, placement, and care in handling the ladders and/or stairways: On or about 22 March 2024, and at times prior thereto, the employer did not ensure employees were trained how to properly install and use a ladder to prevent displacement during use. As a result employees were exposed to fall hazards.
