29 CFR  1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access.   a) Scaffold Tietjen Ave Facade: Employee installing plainking on the scaffold platform was not provided with a safe means of access for the  3 upper vertical secctions being exposed to fall hazards varying from approximately 30 feet to 48 feet, on or about 3/21/24.

29 CFR  1926.451(g)(1):Each employee on a scaffold more than 10 feet above a lower level was not protected from falling to that lower level.  a) Scaffold Tietjen Ave Facade: Employee on the scaffold platform without any means of fall protection was engaged in masonry activities while planking the platforms and exposed to fall hazards of approximately 48 feet, on or about 3/21/24.  Pardo Construction Group Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(g)(1)(vi), which was contained in OSHA inspection number 1631381, citation number 01, item number 01 and was affirmed as a final order on 5/8/23, with respect to a workplace located at  100 Cherry Hill Rd., Parssippany NJ.

29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a) Second Level Balcony on Tietjen Ave Facade: Employee without any means of fall protection was engaged in masonry activities working on the second floor balcony and exposed to fall hazards of approximately 10 feet, on or about 3/21/24.  Pardo Construction Group Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1631381, citation number 01, item number 02 and was affirmed as a final order on 5/8/23, with respect to a workplace located at  100 Cherry Hill Rd., Parssippany NJ.
