29 CFR 1926.502(h)(1)(v): The safety monitor had other responsibilities which take the monitor's attention from the monitoring function: a) The employer did not ensure a dedicated safety monitor was designated and that their only responsibility was the monitoring function. The casual use of a monitor created a condition in which employees were performing roofing work near the edge of the elevated surface without the benefit of an active safety monitor.
