29 CFR 1917.95(b)(1):The employer did not provide and direct the wearing of personal flotation devices for those employees engaged in work in which they may be pulled into the water: (a) on or about 3/26/2024 and at times prior thereto, dock workers employed by Hallmark Fisheries on a dock with no guard rail 10 feet above the water were exposed to hypothermia or drowning in that they were not made to wear life jackets when handling hoist lines and connectors
