29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. At the jobsite located at 5009 Anderson Street, Shawnee, Kansas; employees using the portable extension ladder to access the roof to perform roofing activities were exposed to fall hazards of approximately 12 feet from the roof to the ground in that the side rails did not extend at least 3 feet above the landing surface of the roof. The side rails of the existing portable ladder extended approximately 2 feet past the upper roof landing.
