29 CFR 1910.134(c)(2)(ii): The employer did not establish and implement those elements of a written program necessary to ensure that any employee using a respirator voluntarily was medically able to use that respirator, and that the respirator was cleaned, stored, and maintained so that its use does not present a health hazard to the user: a) Screen Cleaning Area: On or about April 23, 2024, and at times prior, employees were exposed to respiratory hazards, in that employer did not establish and implements of a written respiratory program such as training employees how to clean, store, and maintain a half-face elastomeric respirator given to employees on a voluntary basis when cleaning print screens.

29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program that included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): a) Screen Cleaning Area: On or about April 23, 2024, and at times prior, employees were exposed to chemical hazards, in that the employer did not develop a written hazard communication program for hazardous chemicals such as but not limited to HR-30, Microwash II, and ImageStar 1-20 Stencil Remover Concentrate. Employees use these on a daily basis to clean print screens.
