29 CFR  1910.1025(l)(1)(ii): The employer did not train each employee who is subject to exposure to lead at or above the action level, or for whom the possibility of skin or eye irritation exists, in accordance with the requirements of 29 CFR 1910.1025:   a) 201 Ferry Street, Easton PA Facility - On or about April 23, 2024, and at times prior, employees worked on a daily basis in the back room where there was accumulations of lead from peeling paint and the possibility of skin or eye irritation. The employer did not provide employees with training on lead in accordance with this section.  Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states that employees and their representatives were informed of this abatement.

29 CFR  1910.1025(h)(1): All surfaces were not maintained as free as practicable of accumulations of lead:  a) 201 Ferry Street, Easton PA Facility - On or about April 23, 2024, and at times prior, employees worked on a daily basis in the back office area  where accumulations of lead was present. The employer did not keep surfaces as free as practicable of lead accumulation in accordance with this section.  The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 29 CFR 1910.1025(h)(1), which was contained in OSHA inspection number 1680427, citation number 1, item number 1, and was affirmed as a final order on December 12, 2023, with respect to a workplace located at 127 Main Street, Almond, WI.  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.  Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photograph or video evidence of abatement or other written records.

The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 29 CFR 1910.1025(l)(1)(i), which was contained in OSHA inspection number 1435839, citation number 1, item number 2, and was affirmed as a final order on May 4, 2020, with respect to a workplace located at 210 Maple Avenue, Cheshire, CT.  Abatement certification and documentation required within 10 days after abatement date. The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.1001(j)(3)(i), which was contained in OSHA inspection number 1458590, citation number 2, item number 2, and was affirmed as a final order on June 15, 2020, with respect to a workplace located at 20711 Holt Avenue, Lakeville, MN.  Abatement certification and documentation required within 10 days after abatement date.
