Canal Drive, Homestead, Florida, an employee was exposed to 12-foot fall hazards while installing rebars on top off at a new residential construction building without a means of fall protection.

29 CFR 1926.1053(b)(1): Where portable ladders were used to access an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet above the upper landing surface being accessed; the ladder was not secured at its top to a rigid support that would not deflect, and a grasping device, such as a grabrail, was not provided to assist employees in mounting and dismounting the ladder: On or about May 1st , 2024, at SE 28th Avenue and & S. Canal Drive, Homestead, Florida, an employee was exposed to 12 -foot fall hazards while accessing a wall with a ladder that was not either 3 feet above the landing surface nor was secured at its top to a rigid support.
