29 CFR 1926.552(a)(1): The employer did not comply with manufacturer's specifications and limitations applicable to the operation of all hoists and elevators:  Jobsite - The employer did not ensure employees were following the manufacturer's specifications and limitations while using a material hoist by allowing the employees to use the hoist as a ladder to access the roof, in disregard of the manufacturer's instruction to not do so. Additionally, the employer did not ensure that the track was assembled according to manufacturer's instructions for the number of bolts to secure the splice plates, where there were bolts missing on the splice plates of both track extensions installed on the hoist.
